update query updating more records than there are in the da

I am doing an update query on a database that has 2,589 records in it. When I run the update, it says it is updating 2,665 records.  The update query is:
UPDATE Athena LEFT JOIN Providers ON Athena.[HT Project Code] = Providers.[Project Code] SET Athena.OrgRefID = [Providers]![OrgRefID]
WHERE (((Athena.OrgRefID) Is Null Or (Athena.OrgRefID)=));
The Athena table has 2,589 records in it and the Providers table has 319 records in it.
Any idea on why it is trying to update 2,665 records and where are the additional 76 records?
